چکیده

Historically, planning has had a hierarchical model of authority with power at the top of the chain. However, in England, solutions were introduced in 2010 to devolve power to the lowest level of planning. This solution was called neighborhood planning. The first goal of this research is to identify the role of neighborhood planning in England's urban planning process. The research is qualitative in nature and type of data. 32 articles related to neighborhood planning have been selected and, in these studies, hidden diagnoses and influential factors have been identified with the thematic analysis method. Using this method can achieve different aspects of the neighborhood planning process. The data analysis tools in this research include thematic analysis and text analysis through internal and external comparisons, which lead to the extraction of 82 primary codes, 35 sub-themes, and 8 main themes. The results of the research are first to draw the model of the themes extracted from the analysis of the arrangements, then from that to the structure, process, and factors that are important in terms of weight in the planning of the neighborhood are identified. The results indicate that, due to the transfer of power to the lowest level, neighborhood planning eliminates the erosion of planning and makes it usefully involved in the planning implementation process. After that, suggestions have been made to use this program in the context of Iran`s planning. Among these suggestions, we can mention the neighborhood plan based on the policy and research.
