چکیده
در تقسیم بندی کلان، سیاست­ها و تدابیری که می­توان در مهار و کنترل شبکه­های اجتماعی مجازی اتخاذ نمود؛ به دو دسته سیاست­های ایجابی و سیاست­های سلبی تقسیم می­شود؛ منظور از سیاست­های سلبی در این حوزه، سیاست­هایی است که مربوط به حذف؛ کنترل و نظارت بر محتوا و تدابیر مربوط به احراز هویت و پالایش، هستند که در زمره تدابیری تلقی می­شوند که قابلیت دسترسی را کم می­کنند. حال پرسشی که مطرح می­شود این است که راهکارهای سلبی از طریق فیلترینگ می­تواند منجر به کاهش بزه دیدگی نوجوانان در شبکه­های اجتماعی مجازی شود؟ به نظر می­رسد منع آن‌ها نمی­تواند کمک کند چرا که دولت برای جلوگیری از این وضعیت به فیلترینگ شبکه­های اجتماعی پرداخته؛ این تدبیر نه تنها کمکی نکرد؛ بلکه کودکان را بیشتر در معرض بزه­دیدگی و بزهکاری قرار داده است؛ با این وصف که شبکه­های اجتماعی مجازی به خودی خود ابزارهای نامناسبی نیستند و می­توانند کاربردهای مفیدی نیز داشته باشند، لذا انکار و یا حذف دسترسی به تکنولوژی­های ارتباطی و تعاملی نمی­تواند راه حل مناسبی در کنترل و پیشگیری از بزه دیدگی ناشی از شبکه­های اجتماعی باشد. از این رو، ضروری است سیاست گذاری های مناسبی در این خصوص اتخاذ گردد و از برخوردهای سلبی و قهری در این زمینه پرهیز شود و مهارت استفاده آگاهانه از تکنولوژی­های مجازی و فرهنگ سازی استفاده صحیح از شبکه­های اجتماعی مجازی در سطح خانواده­ها و جامعه افزایش یابد.
