چکیده

در بررسی ساختار منطقه شهری آنچه اهمیت دارد، توجه به کارکرد مورد انتظار از این وجه است. در واقع ساختار مناسب، تبلور فضایی و عملکردی عوامل سازندة آن است که متضمن تعادل و کارایی بهینه می‌باشد. در این میان عدم شناخت ماهیت فضایی، انفعال و نقش‌آفرینی ضعیف جزء چالش‌های جدی سازمان فضایی مناطق شهر-محور ایران، به‌ویژه منطقه قزوین است. به این منظور پژوهش حاضر با هدف شناسایی ماهیت ساختاری-کارکردی منطقه شهری با روش فراتحلیل، سه مؤلفه اصلی ساختاری، کارکردی و تعاملی را استخراج نمود. برای بررسی مؤلفه‌های احصاء شده از روش‌های آماری گرافیک مبناء در برنامه Arc GIS استفاده شده است. تحلیل یافته‌ها نشان داد قلمرو کارکردی منطقه شهری قزوین براساس تحلیل جریان‌های آونگی، تقریباً منطبق بر قلمروی طرح مجموعه شهری است. تحلیل ساختاری منطقه شهری قزوین حاکی از تمرکز جمعیت و فعالیت در شمال شرق استان، به سمت کلانشهر تهران است. در تحلیل مؤلفه تعاملی، ارتباط قوی شهر قزوین با نقاط شهری و روستایی پیرامونی و ارتباط ضعیف با مناطق شهری میانی و جنوبی استان مشخص گردید. تحلیل کارکردی منطقه شهری قزوین نشان داد موقعیت پیرامونی منطقه شهری قزوین نسبت به تهران از یک سو و انفعال مدیریت محلی در سطح درون استانی از سوی دیگر باعث شد تا قزوین نتواند تعامل فعال با مراکز برون استانی پیرامون خود داشته باشد. بنابراین با تأکید بر یکپارچگی فضایی، ضرورت کاربست نگرش‌های نـوین مدیریتی مبتنی بر حکمروایی منطقه‌ای و هویت‌بخشی منطقه‌ای مطرح می‌گردد.
